One main obstacle for the development of Adult Education and Lifelong Learning in Azerbaijan is the serious lack of management skills among staff of Adult Education providers, which are usually small and financially weak, especially outside the capital, Baku. Together with our partners, the project is therefore developing special in-service training for the heads of Adult Education establishments, and running courses.
The quality of teaching also needs to be improved substantially. dvv international promotes this by supporting curriculum development projects, the production of teaching and learning materials, and training courses for Adult Education trainers.
Another important issue is strengthening of civic education principles in the regions of Azerbaijan. This includes project activities in the field, processing history work with biographies (oral history) and community empowerment.
Outside Baku, unemployment is still one of the main problems facing the country. One focus of activities is therefore the promotion of vocational and income-generating courses in such areas as handicrafts and IT. Partners are expected to use simple needs analysis tools so that they can match their provision to needs. Other activities are concerned with learning the basic knowledge required to set up small businesses. In many districts and sectors, self-employment is still an important alternative to unemployment.
The main lobbying activities of the project relate to the training of decision-makers, especially at local level. Publications, media reports and Adult Education (AE) Days are intended to make local politicians and the general public aware of the relevance of AE, and the European experience, and reference documents play a significant role in this. The Adult Education Association of Azerbaijan, as a partner organisation, plays an important role in the promotion of Adult Education and Lifelong Learning issues.
In the end, the project assists Azerbaijani multipliers to take part in international conferences, networks and projects. In particular, some partners have been helped to become members of the European Association for the Education of Adults (EAEA).
