A number of factors still threaten the stability of Macedonia. Besides the precarious social situation of wide sections of the population, these particularly include ethnic tensions between the three main population groups in the country - Macedonians, Albanians and Roma - and continue to figure large in the political life of the country.

Since 1997 dvv international has had a project office in Skopje, through which it endeavours to support the efforts of established and new partners to develop and deliver up-to-date adult education provision for broad sections of the population, and to improve institutional sustainability. The focus is on the following topics in particular:

  • Provision of vocational training and (re)integration into the labour market, especially for members of the socially disadvantaged Albanian and Roma minorities and for other special groups such as prison inmates
  • Institutional strengthening of partner agencies through inservice training, advice and other forms of support
  • Lobbying and raising of awareness among decision-makers and the public of the importance of AE through symposia, meetings, seminars and AE festivals
  • Cooperation in developing and implementing AE legislation
  • Support for the only specialist Macedonian AE journal, "Bilov"
  • Introduction of European certification systems and standards

The project also supports regional and Europe-wide networking between partners. The focus is, firstly, on cooperation within South East Europe in order to foster reconciliation and understanding as well as to create professional added value. Secondly, the emphasis is on involving Macedonian institutions in the broader European field of education through such measures as membership of the European Association for the Education of Adults, EAEA.
