Algeria


DVV International has been working in Algeria since 2023, coordinating its activities through the Regional Office for North Africa in Tunis. The work of DVV International stems from a country and feasibility study carried out in 2022, which was coordinated with all Algerian as well as German stakeholders. The study showed the country’s potential for an innovative partnership in the field of adult learning and education (ALE).

ALE in its various facets – (functional) literacy, non-formal vocational training, political education, etc. – is predominantly directed by the Algerian government. Where civil society organisations are involved, they usually take on the role of service providers for the state. The challenges facing ALE include, in particular, providing access to lifelong learning opportunities for certain target groups (e.g. those who did not finish schooling, prisoners and nomadic population groups), updating curricula in terms of methodology, didactics and learning content, as well as implementing measures to prevent adults from relapsing into illiteracy.

Main focus of work

The work of DVV International is currently focusing on individual measures for exchange with regional actors on enhancing functional literacy and analysing the national system of adult learning and education. The approach takes into account unique cultural practices such as the socio-economic phenomenon of Twiza, a traditional form of solidarity-based economy. The long-term aim is to establish a well-managed and fully resourced ALE system that meets the needs of adult learners by providing relevant and high-quality programmes.
