In 2020, DVV International became part of the PASCAL international network. PASCAL International Observatory is a global alliance of researchers, policy analysts, decision makers and locally engaged practitioners from government, higher education, non-governmental organisations (NGOs) and the private sector. Starting this year, DVV International and PASCAL are working on the further development of learning cities.

DVV International in Belarus spoke with the international expert Mike Osborne, Professor of Adult and Lifelong Learning at the University of Glasgow and Director of Research within the School of Education at the University of Glasgow about learning cities, network features and prospects for cooperation.
