CONFINTEA VII AND ITS IMPLEMENTATION IN PERU – How to use the political weight to create an inclusive and quality public ALE

Being part of the official delegation is a responsibility that does not end with the contributions and reflections expressed during the conference.

CONFINTEA is attended by official delegations and representatives of civil society organizations. For this edition, number VII, DVV International was part of the official Peruvian delegation because of its leading role in the field of adult education and development cooperation. Being part of the official delegation is a responsibility that does not end with the contributions and reflections expressed during the conference. Considering that the Marrakech Framework for Action proposes a roadmap and recommendations for the advancement of a transformative ALE over the next 12 years, these must be contextualized, adapted and prioritised by each country, with a territorial approach, to give it meaning and relevance.

The official Peruvian delegation consisted of three officials from the Ministry of Education, one representative from civil society and one from DVV International. After participating in Marrakech, the delegation established itself as the driving team for the development of the “Marrakech Framework for Action – ALE Peru”. This document  prioritizes education policies aimed at young people and adults in the country, considering the principles and goals established in the Peruvian General Law of Education, such as interculturality, equity and quality. Furthermore, it has people at its core and contributes to shaping an inclusive and just society. In this sense, it aims to ensure young people’s and adults’ right to education throughout their lives and to contribute to the strengthening of citizenship education and sustainable development.

A historic opportunity

The character of the “Marrakech Action Plan – ALE Peru” is not merely of ritual and formal compliance with its recommendations. In the best sense of the word, it offers us a historic opportunity to build an innovative proposal jointly, in solidarity with different actors and in a multi-sectoral manner. This proposal can be viable if there is the political and social will and the commitment to implement projects and strategic actions that will be incorporated into institutional, local and regional educational projects. Apart from the current national challenges, the war in Ukraine also affects Peru. Although it is taking place on a different continent, this war affects the economic and social situation of the country. However, the hope is to move on in creating an inclusive and quality public ALE that is reflected in the state apparatus as well as in the spaces of civil society, the private and academic sector.

As a step forward, a guiding team including representatives of the government, of civil society and of DVV International fleshed out a document based on the Marrakech Action Plan, as well as the last GRALE report and the Peruvian reality. The document was discussed and reflected on by more than 800 educators, authorities, experts and community leaders at the Fourth National Congress of Youth and Adult Education. This congress took place in August 2022 in a hybrid way in one of the poorest provinces of Peru, Apurímac. Likewise, contributions were received from young and adult learners themselves at the Second International Congress. Subsequently, roundtables, endorsed by the Ministry of Education, will be set up to review the final document.

Synergies between state and society

To ensure a real change in public education policy, the next step is the implementation of the Action Plan, for which the strategic planning team of the Ministry of Education is expected to coordinate with the National Planning Centre (CEPLAN). The goal is to formally incorporate the strategic actions agreed upon as part of national planning. Therefore, the Action Plan will enjoy the rights, benefits and responsibilities that such an incorporation implies. By taking this step, the Ministry of Education will contribute to strengthening synergies between state and society. This will have an impact on the national construction of an inclusive, public and quality ALE at all levels and in all learning spaces.

For example, the Apurímac region already has its Regional and Local Educational Projects that function in a participatory and decentralized way. These projects offer modern, digital, and transparent quality service to citizens, with the aim being to close the existing educational gaps. DVV International accompanied the development of the   projects to ensure the incorporation of the lifelong learning approach. As it is not possible to directly guide activities in all regions of Peru, the “Marrakech Action Plan – ALE Peru” will become a reference framework to be taken into account in the development of the remaining education projects throughout the country.
