Cross-country study on lifelong learning implementation in Southeast Asia

DVV International’s Regional Office Southeast has conducted a cross-country study on lifelong learning implementation. Through detailed country case studies and expert analysis, the study offers valuable recommendations for policymakers, educators, and researchers.

The study was developed by strategic university partners from Thailand, Laos, Cambodia and Vietnam who elaborated four country case studies that analyse the evolution and current framework conditions as well as structures and practices for implementation. Initially, the Study outlines lifelong learning features and developments from a global perspective, written by the UNESCO Institute for Lifelong Learning (UIL). The research is enriched by a thorough comparative analysis of the four country case studies and overall policy recommendations that may now be used for policy dialogue, advisory services, further research and awareness raising. 

The Study is the result of a longer process that started in the year 2024 with the development of a concept written by DVV International’s Regional Director. This was followed by a research workshop in Vietnam hosted by SEAMEO CELLL and a series of online meetings. The four draft country case studies were presented and discussed during an international conference in Vientiane in November 2024 while the comparative analysis is and recommendations were written by the former Chief of Inclusive Quality Education, UNESCO Bangkok. These and the final chapters were jointly verified with all strategic partners during a second workshop that took place in the Regional Office in Vientiane in May 2025. 

The publication was undertaken with support of our strategic partner from Cambodia, the Royal University of Phnom Penh (RUPP). It is now hoped that the Study will stimulate further dialogue and raise more awareness about the potential of lifelong leaning in the four countries at stake, the region of Southeast Asia and beyond.
