DVV International and the Tunisian Ministry of Social Affairs signed a cooperation agreement on 4 July related to the implementation of a three-year project titled “Adult education in Tunisia: Promotion of multisectoral approaches and structures”. The project was designed in line with the national strategy for literacy, non-formal education and adult education (2017-2027) established by the Tunisian Ministry of Social Affairs with the support of UNESCO.
The project (running from 2019 to 2021) is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ). DVV International will provide technical and financial assistance in the implementation of a sustainable system for youth and adult education and non-formal education in Tunisia, the strengthening of partner organisations, and the maintaining of a policy dialogue in the interest of adult education.
The design of the new education project is being carried out through a broad participatory and inclusive process involving the key stakeholders concerned with non-formal adult education. In this regard, the project aims to strengthen collaboration, coordination and synergies between governmental and non-governmental actors in non-formal adult education, between public actors, academic and research actors, the private sector, and civil society.
Mohamed Trabelsi, Tunisian Minister of Social Affairs, welcomed the signing of the agreement and highlighted the importance of non-formal adult education to address and provide new alternatives for a better socio-economic integration of vulnerable youth and adults, with a specific focus on women. The Minister particularly mentioned the importance of the partnership between DVV International and the National Union of Tunisian Women.
Christoph Jost, Director of DVV International, expressed his special thanks to the Tunisian government and the Ministry of Social Affairs for the great interest in the joint project on adult education. He also presented his thanks for the support provided in the setting up of DVV International Tunisia’s office structures and in defining the activities according to the needs of the partner organisations and the population of the country.
On the basis of the cooperation agreement, DVV International and the Ministry of Social Affairs will work on the development of conceptual guidelines for the new adult education strategy, reviewing of teaching approaches and methods, and building the capacities of the different competent structures that provide non-formal education opportunities. The agreement also includes the modernisation and piloting of three education centres established in three regions of the country characterised by high rates of illiteracy and poverty. DVV International will also provide its support in the creation of the “Tunis University for Lifelong Learning” based on the expertise and know-how of German Adult Education Centres (Volkshochschulen).
The event in Tunis brought together around 50 representatives from state and civil society, among them German Ambassador to Tunisia Andreas Reinicke, Minister of Agriculture, Hydraulic Resources and Fishing Samir Taïeb, Radhia Jerbi, President of the National Union of Tunisian Women, as well as Gabriel El Khili, from the UNESCO Projects Office in Tunisia.
