Memorandum for the creation of the first municipal ALE centre in Chisinau

On August 9, 2022, a Memorandum of Understanding (MoU) was signed between the DVV International office in Moldova and the City Hall of Chisinau. The MoU foresees long-term cooperation in developing the first municipal adult learning and education (ALE) centre (CMIEA – Romanian abbreviation) in the capital. This is a unique initiative which can be multiplied across Moldova and, probably, through other countries of Eastern Europe. The cooperation aims at creating a space for access to quality adult education services for as many citizens as possible and thus to contribute to the achievement of Goal 4 (Quality Education) of the 2030 Agenda for Sustainable Development. The centre will be a municipal structure within an existing educational institution, with separate space, dedicated staff and long-term development plans.

DVV International will contribute to transforming the allocated space into a user-friendly environment to encourage youth and adults to enrol in a wide variety of non-formal educational offers. Renovation and equipping of the space will take place in the fourth quarter of the current year, with funding from the German Ministry for Economic Cooperation and Development (BMZ). In the meantime, the staff of the lifelong learning unit – recently created within the city’s General Directorate for Education, Youth and Sports – will cooperate with the DVV International country office team to develop documents and managerial procedures for the recruitment of personnel for the centre in order to create a pool of potential trainers. The staff and DVV team will also participate in capacity building opportunities and will work together on developing innovative and diverse educational offers.

The process of cooperation with City Hall started a couple of years ago, when, encouraged by DVV International, Chisinau joined the UNESCO Global Network of Learning Cities (2020). Another gain in momentum for this initiative was the study visit made by Moldovan and Ukrainian ALE specialists and decision-makers to adult education institutions in Germany in November 2021. One of the institutions visited was the “Abendakademie” in the city of Mannheim, the city twinned with Chisinau. With its expertise, Mannheim is also willing to contribute to the development of the CMIEA in Chisinau.
